Unfortunately, no. The PSC04 is the same device as an X10 TW523 module. The TW523 takes TTL RS-232 signals and basically converts them directly to X10. It doesnt use a standard ASCII type command protocol and requires very specific, precise timing to generate the X10 signals. There's no buffer or anything that you would expect in a standard serial device. If you check around, you'll find that there is almost no computer software that can talk directly to a PSC04 (let alone receive direct comm from it) because Windows is unable to provide the full attention to the COM port required to interpret the timing of the signals.
What's really needed, and this would be useful for a number of devices including the Stargate, Elk, etc., is a dedicated piece of hardware that looks and acts like a TW523/PSC04 but instead of placing X10 signals on the powerline, has a true buffered serial port and creates ASCII equivalents for the X10 commands. Of course, PowerHome would still need to have a driver written to work with this device, but it would allow basic communication and control of devices that only understand X10 via the TW523/PSC04.
