What formula group command will turn on an insteon group to partial brightness.

Unfortunately, none. When you turn on an Insteon group, every device in the group will go to the individual groups pre-defined brightness level (the level you set in the D Level field when creating the link). You can send a Fast On command and every light in the group go full on. But an On command will only go to the group level. This is of course an Insteon limitation, and not a PowerHome one .

The closest you could come is to turn the group on and then send dim (or bright) commands to the group to achieve a particular level. You could also use the "Start Manual Change" command followed by a "Stop Manual Change" to quickly dim/brighten a group. The problem would be trying to get the "timing" between the start and stop right to achieve a particular level.

If you need the same group of lights to be controlled at several different levels, you'll have to create a group for each desired group effect.
