I've got one of the new Lamplincs and I can't seem to get a
the ramp rate to change from a scene. I set it up in
PowerHome as a 2456D2 (or it didn't seem to get links at
all) but for whatever reason no matter what ramp rate I
give it in scenes it's always the same (esp annoying for
the "sunrise" 9 minute scene when the sconce over my head
comes on in .5 seconds).

If you are using a 9 minute ramp rate the new LampLinc reacts to that as a .5 second ramp rate. There is a forum post on the Smarthome forum by SLee (Smarthome/Smartlabs rep) documenting the change. Set the ramp rate to 8 minutes to get the longest ramp rate.

The explanation on the SH forum said the ISY stand alone Insteon controller from UDI is defining Scenes with a 00 in the Ramp rate which is the 9 minute rate. Usually this is changed to something by the user but if not it leaves the responder reacting at a rate that appears not to turn On in response to a command. To avoid the support calls SH was getting over this they changed the 00 9 second rate to .5 seconds (or something close to that). Now there are calls about the 9 minute rate not working. Go figure.
