i have been trying to get the TTS to work but I only installed SAPI 5. Where can I find SAPI 4?

You can download the SAPI 4 files off of the PowerHome download page. There are 3 files for a complete SAPI 4 installation...the speech API, the TTS files, and the VR files.

Generally, SAPI 5 works much better than SAPI 4 for TTS but VR is only supported with SAPI 4. Both SAPI 4 and SAPI 5 can coexist though. In my own setup, I use SAPI 4 for VR and SAPI 5 for TTS.
