On page 21 of the PowerHome Users Manual there is a great looking control center tab called "QC".
It has frames. I can not figure out how to make frames. Is that some BMP background trickery, or am I missing something?
I also can not figure out how to create a button in Design View. I can only seem to create in PHExplorer. I feel like I am missing the whole ToolBox to create Frames, Buttons and the like. Or do I have to create buttons in PHExplorer, then use Design View to massage them around?

Yes, the frames are background-image trickery.
To edit, open the CC, right click in it, select Open Design View, then click on Design, Show Properties. You can enter an ID, pick an object type, then click New.

Even though the "QC" tab was originally done with background image trickery (you can look at the QC.GIF file in the PowerHome directory structure to see this), the latest version of PowerHome should support the controls necessary to do the exact same image using PowerHome built-in CC controls (Group Box, Round Rectangle, etc). Once caveat however, the web based version of the CC does not yet support the newer controls such as Group Box and Round Rectangle. It IS supported if you're using the /ph-cgi/ccimage version of the web based Control Center.
