Is it possible to freeze the ID field under the Devices tab of Insteon Explorer so that you can still see it when you scroll to fields on the far right?

Mike,
Absolutely. At the bottom of the window, just to the left of the left arrow for the horizontal scrollbar is an area that when you mouseover will change to a resize pointer. Click and drag to the right to split the window into two separate sections. You can then set the left hand section to show only the ID and then scroll the right-hand window to show all the fiels.
