I'm assume you are asking can PowerHome control X10 devices through a PLM. Sure.

Yes but also use insteon devices along with x10 devices.

Sure can. I have mostly Insteon with a few X10 left over from when the house was all X10. There is the situation where Insteon devices may reduce the strength of X10 signale by their existence on the powerline and Insteon devices do not repeat X10 signals. Also the cross 120v leg coupling by the Insteon Access Points and SignaLinc RF devices do not couple X10 signals. All of this may affect the reliability of X10 but it has nothing to do with PH using a PLM versus using a PLC. Also I have found the PLM to be much faster when communication on the powerline.
