Dave,
I just have to raise the question: Does the database not support system-level numerical formats (i.e. thousands separator)? It seems silly if it does not, especially these days when it is as likely for a user to be from Peoria, IL or Brussels.

Actually, I cant think of any database that stores numerical information with extra data. Information such as the thousands separator, dollar sign, etc. would be considered a display format and not a part of the actual data. The actual numeric data is merely stored as binary info. Even date and time data is usually stored as numeric data as the number of seconds past a certain fixed time.
Now, some database formats add support for storing the display format (as a part of the field definition...not a part of the data). In this way, it's much more efficient since you only need to define the display definition for each field rather than each row of data.
I just took a look at the Adaptive Server Anywhere manual to see what ASA 6.03 supports in terms of other languages. Chapter 11 contains information on character sets, collations, and internationalization. There is a lot of info that I'll try to look over to see if anything can be done to help our international friends  . The first thing I would need to determine is whether the runtime verison of ASA supports other collations different from the default. This is completely new (and foreign) ground for me so it may take awhile before I make sense of this.

Along this same topic, check out http://www.power-home.com/forum/forum_posts.asp?TID=406&PN=1 &TPN=4 for what may help out those with different locale settings concerning the decimal point and separators.

Ah, good point about the storage of data! It would be up to the reporting software to handle it.
I looked at the thread you linked to and that would seem to cover it.
Just looking out for the international users. Thanks for doing the resarch!
