Sorry if this is a silly question, but I am for some reason unable to rationalize this in my head....
I have had an ELK M1G for years now, along with an M1XSP + Powerlink Serial Controller. I have been using the M1G to control some lighting activities but unfortunately the interface (M1XSP) abandoned by both Elk and Smarthome at this point....
At any rate, I'd like to integrate my Elk + Insteon devices into one more "cohesive" network. In order to do this should I keep my M1XSP and powerlink serial controller connected to the Elk, AND also connect a USB PLC to my Powerhome machine.. or should I perform all insteon control via the Elk (from powerhome), or should I perform all the insteon control via powerhome, using the USB PLC? Sorry if this doesnt make a whole lot of sense, because it certainly seems strange typing it. If i need to provide more information or clarify please le tme know. Thanks in advance!

IMO you want the Insteon stuff to work independent of the ELK with a Serial PLM (NOT USB PLC!!) being the powerline interface used by PowerHome2. You can use Powerhome to bridge the ELK messages to the Insteon network.

Yeah.. I am trying to cobble together things with the existing crap I have that smarthome sold me then abandoned (I have a serial PLC, a USB PLC, and am M1XSP).. which have all been abandoned. To get a "new" configuration i'd have to spend approx $500 (M1 ethernet expander, ISy99, etc)...

Use what you have. Powerhome2 works with a USB PLC. A PLC is old technology. A PLM runs faster than a PLC and a PLC does not support Extended Insteon commands which are more and more necessary in the evolution of Insteon devices. A PLC is not where you would start from if starting from scratch. However, since that is what you have, work with it until the limitations out way the cost of a PLM. I ran with a PLC for a long time as that is where Insteon started. There are problems with hang ups associated with a USB connected PLM. Some think it is related to the USB adaptor, not providing enough power to run a PLM, or some issue between the PLM and some USB adaptors. Again, if starting from scratch, I think the Serial PLM is a better choice than the USB version. Your hardware configuration should work with little change necessary to move to more modern hardware at a later time.
