I got a new appliance linc relay plug-in module (2456S3, ver 4.9) today and went to 
 build the links in it. Got all of the controllers in place, went to save it, saw the 
 controller links getting created but then it never built the responder links. Saving, 
 rebuilding, refreshing, still nothing. It doesn't even try to build them. They are just 
 sitting there, waiting to be built. I don't know if this is related to new Insteon 
 version, but I have other new devices and I don't remember seeing symptoms like this 
 before.
 
 By the way, I searched the forums for "FLAGGED CREATE" and came up with 0 hits. Is the 
 search not working here? I am sure there must be other posts here that have the term 
 "FLAGGED CREATE".
 
 I do have one more question related to the module, but not PowerHome. I am using this 
 module for Christmas tree lights, but I am seeing that even when the module is switched 
 off, the lights on the tree are still glowing dimly. I guess there is some bleed 
 through voltage??? This is strange to me because this is the relay version of the 
 module. My other tree doesn't have this problem, so I wonder if this is something 
 related to the new Insteon version as well?? Or maybe it's because this tree has LED 
 bulbs instead of regular bulbs. In any case, it is annoying. Anyone know a workaround 
 to make it really be off when it is off?

The 2.1.4 I2CS patch is required.  In addition the Enable Pending and Status Scan options must be checked.  The recognition of I2CS requires these two options be active.
 
 Also make sure the Clear Failed column is not marked with a Red mark.

Lee, it was somehow marked as disabled in the devices tab. Strange, since I just 
 installed it. Not sure how it got marked as disabled. I have had the 2.1.4 I2CS patch 
 installed for several months.
 
 I've still got that voltage bleedthrough issue though. Not a PH problem, I know. But 
 still annoying.

For what it's worth I brought up the same issue with a 
 dimmer Lamplinc last year on the Smarthome forums.  The 
 answer I got then was that it's related to the sensing 
 circuit (so if a lamp is turned off and then back on it 
 triggers the Insteon Module).  My Christamas tree does the 
 same thing as yours... apparently the tiny amount of 
 current there for the sensing is enough to make it light up 
 slightly.

I actually solved that problem by putting a wall wart 
 transformer downstream on the same circuit with the 
 Christmas lights. The transformer draws enough current to 
 keep the lights from coming on.

I've had the same problem with all my ceiling lights I 
 replaced with LEDs.  The solution that works well, plus a 
 bonus of giving much better dimming control was to (only 
 easily works on multi-bulb fixtures) install a 8 watt 
 regular filament nite light bulb in the fixture with the 
 LEDs.
 
 The small non-LED bulb uses up the small bleed current 
 and keeps the LEDs from lighting.  Since the standard 
 bulb is so small in wattage, it contributes little to the 
 light output as the dimming intensity is raised (on a 
 dimmer circuit) and the LEDs prevail.
 
 Really works well over the full intensity range.
 
 With the tree  lights, just put a multi-tap on the output 
 of the Insteon controller with the LED string and a small 
 light plugged in.  I use small plug to socket converter 
 available at any hardware store.
 
 I would have put a picture here but cannot upload the 
 image as I get an error every time.

Believe it or not I actually tailed an extension cord from it and that solve the problem.

 Skip - I was tearing my hair out (what little I have left 
 as you can see from my Avitar) last week with a similar 
 issue after I added a KPL keypad with the new I2CS 
 protocol.  All of the Controller and Responder links 
 would not change from FLAGGED CREATE no matter what I 
 tried.
 
 I discovered that the "Disabled" flag for the Device 
 would not stay unchecked.  If I cleared it and did a 
 Save/Refresh, the checkmark would come right back.  After 
 days of frustration and with assistance on the side from 
 Dave we finally got it going by totally deleting the 
 Device entry and then re-establishing it using the 
 *AutoDetect Type* function in the Device Type column of 
 the Devices tab.

Unless someone advises otherwise, I don't think that 
 "Status Scan" needs to be checked.  At least when I am 
 working on Link rebuilding I usually uncheck "Status 
 Scan" and wait for the Pending window to clear so I can 
 better see what is going on.  
 
 To speed up the link rebuilds, I also make the "Poll 
 Interval" a "1" instead of the normal "10" I usually have 
 it set at.  That way the Pending Ops shoot out at a rapid 
 rate instead of pausing 10 seconds between each 
 operation.
 
 Have you looked at the process description link I posted 
 just above?  Dave assisted greatly in helping me write 
 that up, and at least for my issues it worked well.

Well crap!  It's happened to me now!
 
 I have an IR-Link that controls all my Home Theater lighting, and is thus the most critical device I have!
 
 It has been acting up so attempted a Rebuild Links on it.  That posted all of the rebuild commands in the Pending Queue, but as soon as the first Controller Link 1 operation moved from Pending to Completed, the Pending Queue was cleared and the Disabled Flag was set on the IRLINK Device.
 
 I have tried everything to make it work, but without success.  In short I have . . .
 - Made sure Enable Pending and Status Scan were checked
 - Cleared Disabled Flag after every try to Rebuild
 - Reinitialized multiple times
 - Cleared PLM and Added Min
 - Cleared PLM and Added Max
 - Restarted PH
 - Did auto discovery on IRLINK device to make sure it was correct (it was)
  
 
 This happened to me several weeks ago on a different device and Dave got it going, but he had to delete the Device and start again from scratch.  Unless anyone has any better ideas, it looks like I'm going to have to do the same thing.
 
 Of course, this is one of the most complex link configurations in my entire system, so  I'm looking at a major effort here.
        
 
 As a last resort I'm about to do a db compression to see it that catches any issues.  I'll report back what happens.

db compression made no difference, so I bit the bullet and did what Dave had to do when he fixed this issue the last time for me.
 
 Since this approach fixed the problem, here are the steps I took . . .
 
 1. Add a new Insteon Device (Devices Tab) with same name but modified temporarily.  Give it same Insteon address but change first character to “V” to make it ‘virtual.” (This is necessary  because you cannot have two devices with the same address, so we must tempporarily fake this one.)
 2. Re-initialize to add new device to database.
 3. In Links Tab select old device and COPY  links (do NOT include self as Responder).  PASTE into the replacement device and Save changes.
 4. Delete old device from Devices Tab, then re-Initialize PH.
 5. Change new device Addr from ‘Virtual’ to correct addr, and re-Initialize.
 6. Finally select new device and Save changes to force link rebuild and then in Setup Tab Clear PLC Database and Add Insteon ID info back.
 
 Whew!  A bit of work, but it seems to do the job.
