This sounds very similar to the problems that Ken was having and we worked long and hard to try and eliminate. I was going to suggest upgrading to version 2.1.4 but see that you're already running this version.
The problem is primarily with the USB port in the PLM and the power glitches that cause the virtual serial port to vanish. I thought I had it fairly well taken care of in 2.1.4 but appears that I'll have to revisit the issue again. I'll try to replicate the problem on my end using your procedure above.
Incidently, the only way we were able to completely fix the problem for Ken was for him to upgrade to the RF only version of the PLM.

Dave, correct me if I’m wrong but I am assuming you are referring to the Dual Band. If so does it support X10 in rf mode.

Pete,
This is the device: http://www.smarthome.com/2448A7/INSTEON-Portable-USB-Adapter /p.aspx
Its Insteon RF only so does not support X10. It does completely disconnect the PLM from the powerline which seems to be the source of alot of problems.

Jimmy, you might consider a device that would keep the PLM powered down for a couple of seconds after the transfer from generator back to utility power. Such a device could be constructed from a relay controlled by a simple battery operated 555 timer circuit that gets triggered by the falling edge of the output of an unfiltered, full wave rectified low voltage DC "wall wart" transformer. The relay's normally closed contacts would keep AC power from being applied to the PLC during the timer's on period.

I've replaced my 2412UH usb PLM with a 2413S serial PLM and this has corrected my problem. Thanks for all the help.

New thought to an old Thread, but I just saw it, and may
be able to shed some useful info.
I had the same problem everytime I shut off the blower
fan on my fireplace air circulation system. The PLM
locked up every evening, due to a powerline spike caused
by an inductive kickback from the blower motor when it
was switched off.
Finally changed to the USB (2448A7 USB dongle PLM) which
plugs into my control computer and has no contact with
the AC Mains. Problem solved. This has been working for
over two years now without a single hiccup!
