My experience with the Stats has been much different then yours. I have 2 and I would consider them close to 100% reliabe and accurate. I use PH to poll them every 10 minutes 24 hours a day. One stat is upstairs and 1 is downstatirs. My Access Points are both downstairs neither closer than 15 feet from the downstairs stats and much further from the upstairs stat.
I'm using a PLM and wondering whether you are using a PLC and that's making the difference. The only time I got a crazy reading (-7 in my case) it was due to an unrelated communication issue.
Here are my statistics from PH reports:
Stats Comm Ct ACK NAK 03 Event
1 197567 196860 551 104546
2 30915 30631 253 179978 (installed months later than 1st stat)
My thought would be that you either have a communications issue or a bad stat.

Nadler - just a FYI. I replaced my PLC with a PLM and
things got worse, but began to suspect the PLM and
SmartHome sent a replacement. Once installed it cut
system problems down by 75%, then on a whim I removed
the X10 active phase coupler/bridge I had in my home
circuit breaker cabinet and volia! I now have virtually
perfect Insteon communications.
It was a remarkable improvement. I suspect the phase
coupler was really the major source of the problem all
along as it actively repeated signals and I'm guessing
caused a lot of com collisions in the process.

You would expect that a phase coupler, which is used to
Improve the x-10 signal, is the last device that would
be problematic. But then again with X-10 you never
know.
